Use the portal limit as the target
Do not guess a universal visa PDF limit. Different portals and workflows can impose different constraints. Read the current upload instruction and use that exact maximum as your target.
Protect the information the reviewer needs
Compression can reduce image resolution and quality. Check names, dates, passport numbers, stamps, signatures and fine print after compression. If critical information becomes difficult to read, the file is too aggressively compressed.
Keep the original file
Treat the compressed PDF as a prepared copy. Keep the original document so you can produce a higher-quality version or a different format if the receiving authority requests it.
